To analyze and procurement problems of the central government of Sierra Leone, and to recommend procurement reform and procurement capacity building.
• Canada (May 2004): To provide consulting services to the Parliamentary Secretary’s Task Force Government-wide Review of Procurement. To present and discuss issues related to procurement problems of the government of Canada, and government-wide procurement.
• Government of Uganda (2005-06): To provide consulting services to a USAID-funded National Public Procurement Integrity Survey.
• Government of Colombia (2006-2007):  To prepare a manual and deliver six seminars on “how to win government contracts in USA” in six cities in Colombia.
